How to assess?

Examination results are divided into good (80 points above), good (70 points above, 80 points below), general (60 points above, 70 points below), poor (60 points below). The assessment is carried out by the combination of on-site verification and key spot checks. In the process of key spot checks, if there is a case of fraud, 0.5 points will be deducted and the deduction will be completed. If the result of the assessment is poor, it will be recognized as failing the annual assessment. The people's governments of provincial municipalities that fail to pass the annual assessment shall, within 30 days, make written reports to the provincial people's governments, propose rectification measures within a time limit, submit them to the provincial people's governments and copy them to the office of the provincial environmental protection committee. For each case of environmental events caused by water quality exceeding the standard, according to the level of events determined by the National Emergency Plan for Emergency Environmental Emergencies, 10, 8, 6 and 4 points are deducted respectively from the responsible party for the particularly serious (Grade I), major (Grade II), larger (Grade III) and general (Grade IV) environmental events. If the water quality of rivers in neighbouring provinces or cities has changed significantly due to illegal sewage discharge, the responsible party shall be deducted 2 to 6 points as appropriate.
The people's governments of the provinces and municipalities under the jurisdiction of the Huaihe River Basin conducted annual self-checks on the implementation of the plan. The self-checks included water quality indicators, engineering indicators, investment completion of pollution control projects, discharge of wastewater from sewage treatment units up to standard, treatment rate of urban sewage and harmless treatment rate of domestic refuse and charges, protection of drinking water sources, installation and operation of online monitoring facilities and networking, etc. 。 The self-investigation report is submitted to the office of the leading group of water pollution prevention and control in Huaihe River Basin before the end of December every year.
